Where this usually goes wrong
Generators arrive on the pad and wait for a step-up transformer. Switchgear lead times run years. Factory acceptance testing is itself a constrained resource. Sequencing failures cost more schedule than equipment selection ever does, and they are almost always discovered after the machine is bought.
How we scope it
We treat balance of plant as a parallel procurement track from day one — transformers, switchgear, controls, fuel, water, exhaust and civil — and we sequence it against the turbine rather than after it. The electrical, civil and controls work is performed by the contractors engaged for the project, against one schedule we hold.

Procurement sequencing, the interface schedule and contractor selection are performed by PowerGen. The electrical, civil, controls and commissioning work is performed by the contractors engaged for the project.
What we require before we recommend a contractor
A promise is worth what the specification behind it is worth. These are the positions we will not sign without.
- Long-lead items ordered against confirmed slots, with the slot evidenced.
- One integrated schedule covering the machine and the balance of plant, not two.
- Protection and controls philosophy agreed before equipment is released.
- Factory acceptance testing booked as a scheduled resource, not assumed available.
- Interface responsibility assigned at every boundary, in writing.
